Which NAP can your manufacturing team use?
Choose an eCoC National Access Point and plan manufacturer onboarding, validation, signing, submission responses and corrections. Keep UK VCA delivery separate.

The two dates describe different legal and operational contexts. Identify the destination, vehicle category, approval scheme and production date before assigning a deadline to your vehicles.
EUCARIS cites Article 37 of Regulation (EU) 2018/858 as requiring manufacturers to provide the certificate as structured electronic data from 5 July 2026. A national registration or onboarding notice should not be treated as proof that this EU provision has been amended.
RDW applies its digital CoC registration requirement to M, N and O vehicles produced on or after 29 November 2026, with national small-series exceptions. VCA gives the same date for newly manufactured vehicles within its GB and UKNI eCoC scope. These are destination-specific instructions, not a single interchangeable rule for every approval scheme.
Keep the legal basis and the receiving authority’s operating instructions together in your rollout plan. Where an instruction is unclear, obtain a written answer for the actual approval and vehicle category before relying on an exemption.
Use a representative vehicle to establish the data source, review responsibilities, XML checks, signing arrangement and delivery outcome. Include a rejected record and a corrected version in the pilot. A generated file or a successful upload alone does not show that the receiver accepted the vehicle record.
Do not infer a universal replacement from a national operational notice. Check the applicable legislation and the destination authority’s instructions for the vehicle and approval scheme.
The RDW and VCA scope described here uses the vehicle production date. Keep that date alongside the category, approval reference and destination when assessing the requirement.
