RDW現行指引要求至少採用符合eIDAS的進階電子印章，允許使用合格電子印章，但不強制要求。具體應以相關接收方的條件為準。

明確界定蓋章主體、授權人員及服務商支援的XML封裝格式，規劃憑證到期和權限變更。Electronic COC不簽發信任服務憑證，也不取代接收方檢查。
